John Kosco is a Principal Engineer with Tetra Tech’s office in Fairfax, Virginia and has more than 20 years of experience working on stormwater and green infrastructure projects. He has worked with EPA, States, and municipalities to develop technical guidance documents, stormwater plans, and training/outreach materials. Mr. Kosco is the author of several guidance documents including EPA’s Construction SWPPP Guide, EPA’s Managing Stormwater in Your Community: A Guide for Building an Effective Post-Construction Program, and Minnesota’s Stormwater Construction Inspection Guide. Mr. Kosco is a registered Professional Engineer in Virginia and Pennsylvania, is a certified professional in erosion and sediment control (CPESC) and has engineering degrees from George Washington University and Penn State University. Prior to joining Tetra Tech, Mr. Kosco worked for U.S. EPA for nine years where he was a co-author of the stormwater Phase II regulations.
